Until 2014, transgender individuals in Kerala, as in many parts of the world, often faced social exclusion, ridicule, and discrimination. However, with growing awareness and progressive policy interventions, a visible shift began—bringing transgender persons closer to mainstream inclusion.Compared to many other states in India, Kerala has shown greater sensitivity and commitment toward the welfare and empowerment of transgender individuals. While employment opportunities have slowly begun to emerge, especially through government initiatives like Kochi Metro and programs under Kudumbashree, a significant portion of the transgender community continues to face economic challenges.
To address this gap, the Kerala State Women’s Development Corporation (KSWDC), with financial support from the Department of Social Justice, is providing self-employment loans of up to ₹3 lakhs to transgender individuals. These loans are offered under the Corporation’s existing lending framework and are intended to help transgender persons launch their own enterprises, thereby improving their quality of life and financial independence. So far, 55 transgender individuals have benefited from this scheme, successfully availing loans to start small-scale self-employment ventures.
The NORKA VanithaMithra Scheme is a self-employment loan program jointly implemented by the Kerala State Women’s Development Corporation (KSWDC) and NORKA Roots, aimed at supporting women who are returning to Kerala after working or residing abroad.
